The American Radio Relay League (ARRL) is intensifying its efforts in Washington, D.C., to protect the rights of licensed Amateur Radio operators who live in neighborhoods governed by Homeowners Associations (HOAs). At the heart of this initiative is a push for federal legislation that would prevent HOAs from imposing unreasonable restrictions on amateur radio antennas.
As more housing developments fall under HOA control, the issue has become increasingly urgent for the Amateur Radio community.
HOA Antenna Restrictions Are a Growing Problem for Hams
Today, an estimated eight out of ten new homes in the United States are subject to HOA rules or deed restrictions. Many of these rules either severely limit or completely prohibit the installation of outdoor amateur radio antennas.
While federal law already protects antennas used for television reception, satellite dishes, and wireless internet services, amateur radio antennas remain excluded from those protections. This disparity places licensed hams at a disadvantage and threatens their ability to operate effectively from home.
For Amateur Radio operators, antennas are not cosmetic additions — they are essential infrastructure. Without reasonable antenna accommodations, operators may be unable to participate fully in the hobby or provide reliable emergency communications during hurricanes, severe weather, or other disasters.
ARRL’s Legislative Solution
To address this issue, ARRL is backing bipartisan legislation known as the Amateur Radio Emergency Preparedness Act. If passed, the bill would:
- Prevent HOAs from enforcing outright bans on amateur radio antennas
- Require HOAs to adopt reasonable accommodation standards
- Establish a clear, fair process for antenna approval
The goal is balance — preserving the character of neighborhoods while ensuring Amateur Radio operators can install effective outdoor antennas needed for public service and emergency communications.
